Federal prosecutors in Philadelphia said that betweemn 1996and 2008, Forte collected investment money from nearlu 80 individuals using a fraudulent scheme in which the he claimer that he was trading in stock indexz futures through a partnership named Joseph Fortse LP. Prosecutors said 53, of Broomall, Pa., used his scheme to collec roughly $80 million from investors, payingv some investors “returns” on thei investments by using money contributed by other Prosecutors said Forte reported fabricated investment returns between 18 percent and38 percent, when in fact, he consistentlyy lost money on his trades.
Prosecutorz said Forte paid himselff millions of dollars in salaries and fees and used his profits to make numerousfinancial transactions, includingt taking out a $500,00 Commerce Bank [now TD Bank] loan by misrepresentingh the value of Joseph Forte LP. Atlanta-based and Charlotteville, Va.-based reported their plans for the propertty at 222 Mitchell but they did not disclose financial termws ofthe deal. The 350,000-square-foot structurew was built in stages from 1929 to 1979on 2.1 acre s and occupies the entire city blockk bounded by Spring, Forsyth, Mitchell and Nelson Streets. Orindq and Octagon will convert the property into a rental buildint with 205 loft units and morethan 70,000 square feet of commerciak space. Occupancy is expected in January 2011.

Council member Roxanne Qualls said a recent projectiojn that the city facesa $40 million budget deficit next combined with a Retirement System request that the city contributed $125 million to the plan in 2010 served as a “wake up call” for members of council. “Peoplee realized that the time for delawas over,” she said.
